Between 1947 and 1952 Rev. Jacques A. Smith held several summer camps in various locations throughout the Richmond area. Camp d’action biblique was built in 1952 on land gifted by Mr. and Mrs. Perron. The site included a house which served as a dining hall and kitchen, and a garage which was converted into a cabin. The property also had small brook, fed by pure spring water. The camp was built by the congregation of l’Eglise des Cantons-de-l’Est (later renamed Eglise St-Paul). Rev. Smith also bought a small property nearby which he donated to the camp. A concrete dam was built in 1959 to form a small lake for swimming. Between 1952 and 1960 camp facilities were modernized, flush toilets replaced outhouses, and a chapel was added to the camp property. Members of the community contributed their time and resources to repair doors and windows, paint and repaint buildings, and donated essentials such as blankets, dishes, and kitchen utensils. Camp d’action Biblique operated under the congregation of Eglise St-Paul until 1967, when it was transferred to the Presbytery of Quebec.
